Emburse pricing is published for exactly one of its products. Emburse Spend lists Basic at $8 per user per month and Plus at $12 per user per month, for teams of up to 100 employees, and bills every organization for at least 15 users. Emburse Professional, the product that used to be called Certify, and Emburse Enterprise, formerly Chrome River, publish no dollar figure at all. That naming history is why searches for Certify pricing come up empty. Emburse was formed in January 2020 when six expense and payables companies combined: Abacus, Captio, Certify, Chrome River, Nexonia and Tallie. On September 18, 2024 Emburse renamed two of them, so Certify became Emburse Professional and Chrome River became Emburse Enterprise, while Nexonia, Tallie, Captio, Emburse Go and Emburse Spend kept their names. Emburse says the functionality did not change with the name. The Emburse Professional pricing page describes flexible pricing for small and medium-sized organizations, lists features, and prints no number. Certify pricing in 2026 is a sales quote.
Now the part that decides what Emburse Spend really costs a small team. Emburse defines a user as anyone who submits an expense, and approvers do not count unless they also submit. That is a fair definition. The catch is the floor under it: if fewer than 15 people submit, you are billed for 15. A six-person company on Basic pays 15 times $8, which is $120 a month or $1,440 a year, and that works out to $20 for each person actually using it. On Plus the same company pays $180 a month, $2,160 a year, or $30 per real submitter. The $8 and $12 list prices only become your price once 15 or more people file expenses.
The second thing to budget for is timing. Emburse bills the coming month's minimum plus any overage from the month just ended, and it publishes its own worked example: a Basic customer with 20 submitters in January gets a February bill of $120 for the 15-user minimum plus $40 for the 5 extra January users, $160 in total. So a busy month shows up on the next invoice, and cancelling does not wipe it, because Emburse states your final bill includes the previous month's overage. Budget from your peak month, the one after a conference or a sales kickoff, not your average one.
What separates the two plans is more practical than the feature grid suggests. Basic covers card feed integration and virtual card issuance, QuickBooks Online, QuickBooks Desktop and Xero, a personalized export template, policies and approvals, SAML SSO and two-factor sign-in, and 50 ACH reimbursements a month. Plus adds NetSuite and Sage Intacct, unlimited ACH reimbursements, Bill Pay for virtual card payments, a Salesforce API, an Amazon Business integration, enhanced roles and support for up to five subsidiaries. Two lines push most teams to Plus without anyone really choosing it: books kept in NetSuite or Sage Intacct, or more than 50 ACH reimbursements in a month.
The other published limits are worth reading before a demo. Emburse Spend supports organizations based in the United States only, runs in English only, and processes reimbursements only within the US. There is a 30-day free trial, self-implementation carries no setup fee, and an optional Guided Implementation with a specialist costs $1,500. Emburse Cards, its prepaid physical and virtual card program, is listed with no fees and a 1% cash rebate once qualifying spend volumes are met, although the Emburse Cards pricing page itself shows both of its bundles as custom with no monthly figure.
Here is the honest read on where Emburse is the right buy. A US company with 15 to 100 people submitting expenses, on QuickBooks or Xero, gets a clear published price at $8 a head, no requirement to switch card programs, and a structure that holds up well against Sage Expense Management at $11.99 per active user. If you run travel at scale, operate in several currencies, or need an enterprise approval chain, Emburse Professional and Emburse Enterprise are built for exactly that, and the lack of a list price is normal in that part of the market rather than a warning sign.
Where Emburse is the wrong buy is just as clear. Under 15 submitters, the minimum doubles or triples the price per person. Outside the US, Emburse Spend is simply unavailable. And if your problem is not collecting receipts but what happens after, when expenses reach the ledger coded to the wrong accounts, a cheaper capture tool does not fix it.
Expenditure sits in that second part of the decision. We read each receipt, decide which GL account the charge actually belongs to from the context around it rather than copying whatever that vendor was coded as last time, check it against your expense policy as it lands, match it to the card transaction, and sync one clean coded record into QuickBooks, Xero or NetSuite. We also watch spend across cards, vendors and subscriptions and flag duplicate tools, unused seats and price creep.
