Navan vs Concur pricing and cost per user for US expense management
Navan vs Concur pricing comes down to what each one counts. Navan Business is free for companies up to 300 employees, and its expense module is free for the first 5 monthly expensing users, then $15 per user per month. SAP Concur Expense charges per expense report instead: Base starts at $7 a report, Plus at $11, and Premium is quoted, with unlimited users on all three. A team where most people file once a month usually pays less on Concur Base from about 10 users up. A team where people file several reports a month, or one that books its own travel, usually pays less on Navan.

Those numbers come from navan.com/pricing and concur.com/about/pricing, read on October 31, 2026. Concur notes that the per-report price can vary with your monthly commitment, so treat $7 and $11 as the starting rate. Navan counts an expensing user as anyone who submits a transaction, by hand or through Navan Connect, so approvers who never submit do not add to the bill. On Concur, users are unlimited, so an approver costs nothing extra either.
Take 25 people who each file one report a month. Concur Base is $175 and Plus is $275. Navan Expense is 20 paid users at $15, so $300. Now let each person file four reports a month, which is normal for a sales team. Concur Base becomes $700 and Plus $1,100, while Navan stays at $300. The crossover sits where a person files about two reports a month on Base.
Navan wins where travel is part of the job. Business travel booking is free up to 300 employees because Navan earns commissions from travel providers, and the expense card and receipts sit in the same app. Concur wins on reach: it is the default in large enterprises, connects to the broadest set of ERPs, and Premium bundles Concur Travel with ExpenseIt, reporting and intelligence. Neither one is a fit if you want a flat, predictable bill for a team that files unevenly, which is where per-seat tools such as Expenditure are easier to budget.
Both products ask people to enter or approve expenses inside their own system. If the slow part for your team is reading each receipt, matching it to the right card statement line, coding it to the right GL account and sending a clean export to QuickBooks Online, Xero or NetSuite, Expenditure does that for the cards and banks you already use. Growth, which adds approvals and the NetSuite export, costs $21 per seat a month billed yearly from three seats. We never move or hold your money, we are bank-grade secure and we never sell or train on your financial data. This is software and insight, not financial, tax or accounting advice.

Why it works
What to settle before you pick Navan or Concur
Count reports, not people, on Concur
Concur bills per report, so a team that files weekly pays four times a team that files monthly. Pull last quarter report count before you compare.
Count who submits on Navan
Navan bills expensing users, meaning anyone who submits a transaction. Approvers who never submit do not count, and the first 5 users are free.
Decide whether travel belongs in the same tool
Navan includes travel booking free under 300 employees. On Concur it sits in Premium. If you book little travel, price expense on its own.
What it handles
A receipt in, a categorized line out, the waste flagged
Expenditure reads each receipt, categorizes it, checks it against your policy and rolls it into up-to-date spend, then surfaces the duplicate subscriptions and savings you are leaking.
- Reads every receipt and card statement line, including PDFs and photos
- Matches each receipt to the card transaction and flags what is missing
- Codes each expense to your QuickBooks Online, Xero or NetSuite chart of accounts
- Routes expenses for approval on Growth, up to three steps on Scale
- Works with the cards you already have and never moves or holds money

Why Expenditure
Receipts read, spend categorized, waste flagged
Not manual coding, not a stale spreadsheet. Expenditure reads each receipt, checks your policy, shows up-to-date spend, and flags the savings, all on the cards and banks you already have.
Read and categorized
Snap, forward or drop a receipt. The AI reads the vendor, amount, tax and line items, categorizes it and matches the card, in seconds.
Waste flagged
Duplicate and overlapping subscriptions, unused tools, price creep and out-of-policy spend, surfaced as expenses come in with the potential saving.
Secure and in your control
Bank-grade security, we never move or hold your money, and we never train on your data. Insights, not advice, your finance team decides.
