BILL.com pricing 2026: plans, fees, cost per user and what the $0 plan really costs
BILL.com pricing has two halves, and confusing them is the single most common mistake buyers make. The accounts payable and receivable software is a paid per user subscription: Essentials at $49 per user per month, Team at $65 and Corporate at $89, with Enterprise quoted custom. BILL Spend and Expense, the corporate card and expense product formerly called Divvy, is $0 per user per month. Both figures were read directly from bill.com/pricing on August 10, 2026.

Receipts in, categorized spend out
Expenditure reads the vendor, amount, date and tax, categorizes the expense, checks it against your policy, and rolls it into a real-time picture of every dollar, then flags the waste.

Neither number is your bill. BILL charges per transaction fees on top of every plan, and the vendor states this plainly on its own pricing page: some payment types, including checks, instant payments and international payments, also have per transaction fees regardless of plan. That one sentence is why quoted seat prices mislead so badly. A company paying 200 vendors a month by mailed check pays $398 in check fees alone at $1.99 each, which is more than four Essentials seats, before a single user is counted.
There is also a correction worth making, because most BILL pricing guides currently circulating are out of date. They quote Essentials at $45 and Team at $55. Read on August 10, 2026, BILL publishes $49 and $65. The same guides quote ACH at 49 cents and international wires at $9.99. BILL's current fee table lists ACH at 59 cents and an international USD wire at $19.99, more than double. If a pricing article carries the old figures, every cost estimate built on top of them is wrong too, usually in BILL's favor.
The number that needs the most care is the $0 on BILL Spend and Expense, because it is quoted everywhere as though it were simply a free plan. BILL's own FAQ says the plan is $0 per user per month and includes corporate cards, budgets, expense tracking, and access to credit lines from $1,000 to $5M. Attached to that same sentence is BILL's footnote: credit lines are not guaranteed and will be determined upon application approval. So Spend and Expense is free software funded by a card program and an embedded credit line. The way you get it is to apply for credit and be approved. If your business is declined, or you simply do not want a new corporate card program and a credit decision attached to your expense software, the $0 plan is not really available to you in the way the headline suggests. That is not a criticism of BILL, whose card and credit products are good. It is a warning about reading $0 as free with no strings.
For teams shopping the expense side specifically, this is the trade that matters. BILL Spend and Expense gives you card controls, budgets and expense tracking at no software cost, provided you move card spend onto the BILL Divvy Card and pass underwriting. Expenditure charges for software and asks nothing of your banking: Starter at $12 per user per month, Growth at $24 and Scale at $39, all billed annually in USD, published on our pricing page with no quote required. It runs on the Visa and Mastercard cards and the banks you already have, reads every receipt and codes it to the right GL account from your own chart of accounts, checks each transaction against your expense policy as it lands, and flags duplicate subscriptions, unused seats and price creep before renewal. There is no card application, no credit check, and it never moves or holds your money.
Be clear about what that means before you switch. Expenditure is not an accounts payable platform. It does not pay vendor bills, issue corporate cards, underwrite credit or book travel. BILL's AP engine, with purchase orders, two and three way matching and multi entity approval routing, is genuinely strong and this page is not an argument to drop it. If vendor bill payment is the job, keep BILL. Expenditure makes sense when the paying is handled and what still costs your team its month end is receipt coding, policy checking and finding the spend nobody is watching.
To estimate what BILL will actually cost you, work in four steps rather than multiplying a seat price. First, count every person who needs a login, including approvers, and multiply by the plan rate. Second, count your monthly payment volume and split it by method, because the gap between a 59 cent ACH and a $1.99 check compounds fast. Third, add the fees most estimates skip entirely: international USD wires at $19.99, instant payments at 1.0 percent, and 1099 e-filing at $2.99 each in January. Fourth, decide honestly whether you want the Spend and Expense credit line, because that decision, not the software price, is the real fork in the road. The table below lists every published figure so you can run that math without guessing. Last re-read at source on August 30, 2026: the whole payment fee schedule was unchanged, still 59 cents for an ACH, $1.99 for a mailed check, free for a virtual card, $19.99 for an international USD wire, $11.99 for Pay Faster ACH and 1.0 percent for an instant payment with a $9.99 minimum and a $100 maximum.

Every figure below comes from bill.com/pricing, not from a third-party estimate. BILL states that some payment types, including checks, instant payments and international payments, carry per transaction fees regardless of plan, so the seat price is a floor rather than a total.

| Line item | What BILL publishes | What it does to your monthly bill |
|---|---|---|
| Essentials plan | $49 per user per month | Base seat cost for AP and AR. Multiply by every person who needs a login, approvers included |
| Team plan | $65 per user per month | Adds granular AP and AR controls and automatic two way sync with leading accounting software |
| Corporate plan | $89 per user per month | Adds customization and procurement. BILL marks this as its most popular plan |
| Enterprise | Custom pricing | Quoted only. BILL publishes no figure, so treat any number you read elsewhere as unsourced |
| BILL Spend and Expense | $0 per user per month | Free software funded by the BILL Divvy Card and an embedded credit line, so it requires a credit application |
| Credit line range on Spend and Expense | $1,000 to $5M | BILL's own footnote: credit lines are not guaranteed and will be determined upon application approval |
| Accountant console | $49 per month | Charged at firm level, not per client. Covers managing multiple clients and reselling AP and AR |
| ACH or ePayment you send | $0.59 | The cheapest disbursement method. 200 ACH payments is $118 a month |
| Mailed check you send | $1.99 | 200 checks is $398 a month, more than four Essentials seats |
| Virtual card you send | Free | The only genuinely free disbursement method on the published list |
| International FX wire or local transfer | Free, exchange rate applies | The exchange rate is the cost. BILL discloses it at the time of the transaction |
| International USD wire | $19.99 | Per payment, and it may be passed to the receiver. Commonly misquoted as $9.99 in older guides |
| Instant payment | 1.0 percent, $9.99 minimum, $100 maximum | Speed carries a percentage price, capped at $100 per payment |
| Pay Faster ACH | $11.99 | Same day if scheduled by 10:00 am PT, next day by 6:00 pm PT, excluding weekends and bank holidays |
| Pay Faster check | $24.99 overnight, $19.99 two day, $14.99 three day | Stacks on top of the 2.9 percent if you fund the payment by card |
| Funding a payment by credit or debit card | 2.9 percent | Applies to ACH, check, virtual card and international wires funded by card |
| Void a check | $25.00 | Correcting a mistake is billable. Voiding a returned check is $3.00 |
| Failed ACH from sender after receiver is paid | $50.00 | The largest fixed penalty on the published list |
| Re-debit after failed funding | $25.00 | Charged when a funding attempt fails and BILL retries the debit |
| 1099 e-filing to the IRS | $2.99 per 1099 | Or $1.99 per 1099 via the Accountant Console. Direct state filing $1.49, vendor mail delivery $1.99 |
| Receiving an ACH payment | $0.59 | Fees apply to the receiving side too, not only to the payer |
| Receiving by credit or debit card | 2.9 percent | Charged to the party being paid |
| Instant transfer when receiving | 1 to 1.49 percent of the payment, $1 minimum | The receiver pays to get funds faster |
| Receiving an international FX wire | Free, exchange rate applies | Only with a vendor account. Re-verified on BILL's published fee schedule on August 16, 2026 |
| Receiving an international USD wire | $19.99 USD | Charged to the party being paid, with a vendor account. The same amount the sender can be charged |
| Mailed invoice on the receiving side | $1.99 | BILL lists this under receiver fees, so accounts receivable carries a per document cost as well |
Read from bill.com/pricing on August 10, 2026. Pricing changes, so recheck before you sign and ask BILL to put current figures in writing. If a comparison quotes Essentials at $45, Team at $55, ACH at $0.49 or international wires at $9.99, it is working from older numbers and its cost math will be too low.
Why it works
What you get when the expense software is not funded by a card program
A price you can read without a quote
Expenditure publishes Starter at $12, Growth at $24 and Scale at $39 per user per month. No sales call to learn the number, no per payment meter, and no January spike from 1099 filing fees.
No credit application attached
The free tier in this market is usually funded by a card program and an underwriting decision. Expenditure is software you buy, so there is nothing to apply for and nothing to be declined for.
Your banking stays where it is
Expenditure never moves or holds your money and issues no cards or credit. It reads the Visa and Mastercard cards and the banks you already use, so your payment rails and your expense software stay independent.
What it handles
A receipt in, a categorized line out, the waste flagged
Expenditure reads each receipt, categorizes it, checks it against your policy and rolls it into real-time spend, then surfaces the duplicate subscriptions and savings you are leaking.
- Reads every receipt and codes it to the right GL account automatically
- Checks each transaction against your expense policy as it lands
- Gives finance a live view of spend across cards, vendors and subscriptions
- Flags duplicate subscriptions, unused seats and price creep before renewal
- Syncs to QuickBooks, Xero and NetSuite with no card switch and no credit check
