Xero Expenses add on pricing: which Xero plan includes expense claims

Xero Expenses sits on the Established plan only. What upgrading from Growing really costs a year, read on Xero's own US pricing pages September 9, 2026.

Xero Expenses is not an add on you can buy on any plan. In the US, employee expense and mileage claims are listed as a feature of the Established plan at $90 a month, and they are not included on Early at $25 or Growing at $55. Xero publishes no separate US dollar figure for extra expense claim submitters. Those figures were read on Xero's own US pricing and Claim Expenses pages on September 9, 2026.

That single fact reframes the whole question. If you are on Growing and you want your team submitting expense claims inside Xero, you are not shopping for a $4 module. You are looking at a $35 a month plan upgrade, $420 a year, and it arrives bundled with several other things you may or may not want. Work out whether you want the bundle before you compare it to anything else.

Which Xero plan includes expense claims?

The Established plan. Xero's US pricing comparison lists employee expense and mileage claims as included on Established only, and the FAQ on Xero's Claim Expenses page states plainly that Xero's expense management features are available on the Established plan. Early and Growing subscribers have no native employee claim workflow.

Two things worth flagging about that table. The promotional prices are introductory rates for the first six months, so budget against $25, $55 and $90, not against the headline. And the phrase to watch on any Xero plan page is "included", because Xero uses it for the feature being available on the plan, not for an unlimited number of people using it.

How much does the Xero Expenses add on cost per user?

Xero does not publish a US per-user figure. On the US pricing pages, expense claims appear as an Established plan feature with no stated submitter allowance and no stated overage rate. Xero's general guidance says that where a feature such as payroll, projects or expenses is sold as an add on, pricing is based on how many users use it each month, but no US rate is printed.

You will find a $4 per active user per month figure repeated in comparison articles. We are not going to reprint it as fact, because we could not find it on a page Xero publishes for the US market, and a number you cannot source is a number you cannot budget against. The practical move is to ask Xero directly, in writing, two questions: how many expense claim submitters the Established plan includes, and what each additional submitter costs per month. Get the answer before you sign, not on your third invoice.

This is not unusual in the category and it is worth naming as a pattern. Published prices in expense management routinely hide a second unit of measurement behind the headline rate: documents, scans, reports, active members, connected cards. What does it actually cost to turn on expense claims in Xero?

For most US small businesses the honest answer is $35 a month. That is the gap between Growing at $55 and Established at $90, and it is the real price of native expense claims for a company already on Xero's middle plan. Over a year that is $420, before any per-submitter charge you may discover.

Now compare that to the same decision in the other big US ledger, because the numbers are not remotely alike.

All four prices were read at source on September 9, 2026, on Xero's US pricing pages and Intuit's US pricing page. QuickBooks Online restricts employee expense claim submission to Advanced through its Expense Submitter role, which is why the jump there is so much larger. The conclusion runs the opposite way for each ledger, and any article that gives you one answer for both is not doing the arithmetic. A QuickBooks Plus user facing a $2,400 a year upgrade should almost always buy a dedicated expense tool instead. A Xero Growing user facing $420 a year usually should not, at least not on price.

Is upgrading to Established worth it just for expense claims?

If expense claims are the only thing you need, yes, upgrading is usually the cheaper move. At $35 a month, Established costs less than most per-seat expense tools once you have more than two or three submitters, and it keeps everything in one system with nothing to integrate, reconcile or explain to your accountant.

The case against is not price, it is scope. You are buying a whole plan tier to get one feature, and Established also brings multi-currency, project tracking and Xero Analytics Plus. If none of those matter to you, you are paying $420 a year for capabilities you will not open. That is still cheap for expense claims. It is just worth knowing what you bought.

What do you get on Established besides expense claims?

Established adds multi-currency accounting, project tracking with time and cost against jobs, and Xero Analytics Plus for cash flow projections, on top of everything in Growing. Growing itself already covers unlimited invoices and bills, bulk bank reconciliation and bank feeds, so the step up is about currency, projects, analytics and claims rather than core bookkeeping.

If you invoice clients in more than one currency, or you bill by project and need costs attributed to jobs, the upgrade pays for itself independently of expenses and the claims feature is a free extra. That is the cleanest version of this decision, and it is more common than people expect.

When is a separate expense tool the better buy?

When the problem is not capture. Xero Expenses, Hubdoc and every receipt scanner on the market will get an image into your ledger. What none of them do well is decide which GL account a charge actually belongs to when the vendor name is ambiguous, the same supplier gets coded three ways by three people, and nobody notices until the close.

That is the specific failure worth paying to fix, and it does not show up in a feature comparison because every product ticks the same box. The test is simple: pull last quarter's expense claims in Xero and count how many sit in the wrong account. If the answer is a handful, upgrade to Established and stop reading. If it is a meaningful percentage, more submission workflow will not help you, because the claims were submitted on time and coded wrong anyway.

Does Xero Expenses handle mileage claims?

Yes. Xero bundles employee expense and mileage claims together as one Established plan feature, so mileage tracking and reimbursement come with the same upgrade. Employees log trips in the Xero Me app and the claim flows into the same approval and reimbursement path as a receipt-based expense.

We will be direct about this one because it decides purchases: Expenditure does not do GPS mileage tracking. If mileage is a real part of your reimbursement volume, Xero Established covers it and we do not, and that should weigh heavily. Our work starts once a charge exists, not while someone is driving.

Can you use Hubdoc instead of Xero Expenses?

Not for employee claims. Hubdoc is Xero's document capture tool: it pulls in supplier bills and receipts, reads the key fields and pushes the document into Xero with the source attached. It is built around getting paperwork into the ledger, not around an employee submitting a claim, a manager approving it and the business reimbursing that person.

So the two solve different halves. If your actual need is "our bills and receipts are scattered and nothing is attached to the transaction", Hubdoc addresses it. If your need is "our employees spend their own money and we need a submission and approval trail", that is the Established plan feature and Hubdoc will not stand in for it.

What about the claims you already have on paper?

Most teams shopping for this have a backlog: a shared drive of PDF receipts, a spreadsheet somebody maintains, and three months of claims that were never entered. Whichever way you go, that history still has to land in Xero, and re-keying it by hand is how people quietly lose a week. If the backlog is sitting in PDF documents, it is faster to turn those PDFs into a clean spreadsheet first and import once than to type them into a new tool one at a time.

So which should you buy?

On Xero Growing with a handful of submitters and no coding problem, upgrade to Established. It is $35 a month, it keeps one system, and at that price a third-party tool has to be clearly better rather than merely cheaper, which on submission workflow alone it will not be.

On Xero Early with a very small team, run the same math but check whether you actually need Growing's other features first, because $65 a month is a real jump for one capability. And if what you keep hitting is expenses that arrive correctly and land in the wrong accounts, the plan tier is not your problem and neither is the price. One last practical note. Whatever you shortlist, run your own last-quarter receipts through it, including the crumpled ones and the ones that need splitting across two accounts, and count corrections rather than watching the demo. Accuracy claims in this category are universally near 99 percent and universally unaudited.
