Expense management software for small business: the best small business expense tracking software and expense report software, compared
Expense management software for small business is the tool that captures a receipt, codes the expense to the right account, checks it against your rules and pushes it into your books, so a 5 to 50 person company stops rebuilding its own spending history at month end. Expenditure does that job on the cards and bank accounts you already have. The hard part of shopping for it is not the feature list, it is that the nine leading tools bill in three completely different units, so the sticker prices are not comparable until you convert them.

Receipts in, categorized spend out
Expenditure reads the vendor, amount, date and tax, categorizes the expense, checks it against your policy, and rolls it into a real-time picture of every dollar, then flags the waste.

That conversion is the whole exercise, and almost nobody does it before a demo. Zoho Expense, Expensify and Sage charge per person who submits an expense. QuickBooks Online charges per company file with a hard seat cap. SAP Concur charges per expense report. Ramp, Brex and Airwallex advertise a $0 tier funded by the interchange on a card program you have to move your spending onto. Four billing units, one category, and a small business that compares the headline numbers side by side will reach the wrong answer.
So the table below converts all of them to the same question: what does this actually bill a company with ten people submitting expenses. Every figure was read on the vendor's own pricing page on September 4, 2026 and the arithmetic is shown, not asserted. Where a vendor publishes nothing comparable, it says so instead of estimating.
What a small business needs from this category is narrower than the enterprise version of it. You are not buying purchase orders, supplier onboarding or multi-entity consolidation. You need receipts to stop living in a glovebox, every charge coded correctly the first time, the recurring subscriptions nobody remembers signing up for surfaced before they renew, and clean data landing in QuickBooks or Xero so your bookkeeper is not billing you to retype it. That is the job Expenditure was built for, and it is why it runs on your existing Visa and Mastercard cards instead of asking you to switch your card program to unlock a free tier.
Expenditure reads each receipt you snap, forward or drop in: vendor, amount, date, tax and line items. It codes the expense to the right GL account, matches it to the card transaction, checks it against your policy, and keeps one live view across cards, vendors and subscriptions, with duplicate tools, unused seats and renewal price creep flagged as they appear. It syncs categorized spend to QuickBooks, Xero and NetSuite. It never moves or holds your money, it is bank-grade secure with role-based access, and it never sells or trains on your financial data. It is software and insight, not financial, tax or accounting advice.

| Tool | Published entry price, read September 4, 2026 | Cost per month with 10 people submitting expenses | What it charges per | Who it fits |
|---|---|---|---|---|
| Zoho Expense | Free tier capped at 3 users and 20 receipt scans per user per month. Standard $3 per user per month billed annually or $4 monthly, 200 scans. Premium $5 annually or $6 monthly, 1,000 scans | $30 on Standard annual, $50 on Premium annual | Purchased license, with users beyond your licenses billed at that plan monthly rate for the month they were active | Cost-led teams already inside the Zoho suite |
| Expensify | Collect is a flat $5 per member per month with no annual commitment. Control is $9 per member per month for new workspaces, which is the card-discounted rate against a $18 list price and $36 above your subscription size | $50 on Collect, $90 on Control | Active member per month | Small teams that want receipt capture and reimbursement and nothing heavier |
| Airwallex | Explore is $0 per user per month for up to 10 Spend users. Grow is $12 per user per month plus a platform fee based on team size, capped at 250 Spend users. Accelerate is custom | $0 at exactly 10 users on Explore, $120 plus platform fee on Grow | Spend user, with a hard free-tier cap at 10 | Companies that also want multi-currency accounts and are willing to bank there |
| Brex | Essentials is $0 per user per month. Premium is $12 per user per month | $0 on Essentials, $120 on Premium | User per month, with the free tier funded by card interchange | Startups prepared to run their spending on a Brex card |
| Ramp | Free is $0 per user per month. Plus is $15 per user per month plus a platform fee based on team size, 20 percent off with annual billing. Enterprise is custom | $0 on Free, $150 plus platform fee on Plus before the annual discount | User per month, with the free tier funded by card interchange | Teams adopting the Ramp card as their primary spend rail |
| Sage Expense Management, formerly Fyle | From $11.99 per active user per month billed annually, with a 5 user minimum. Billed only for employees who submit an expense or have a connected card with activity. Runs on existing credit cards | About $120 | Active user, defined by activity rather than headcount | Teams with an existing card program and irregular submitters |
| SAP Concur | Base from $7 per expense report. Plus from $11 per report. Both include unlimited users. Premium is quote only | Not a per-seat number. At roughly 4 reports each per month it lands near $280 on Base | Expense report, not user | Companies with few submitters filing many reports, or already on SAP |
| QuickBooks Online, built-in receipt capture | Simple Start $38 per month for 1 user. Essentials $85 for 3 users. Plus $140 for 5 users. Advanced $340 for 25 users. All plans include phone receipt capture. Prices changed for renewals on August 1, 2026 | $140 on Plus, which caps at 5 users, or $340 on Advanced | Company file, with a hard included-user cap per plan | Owner-operators whose only submitter is the owner |
| Expenditure | Planned at $12, $24 and $39 per user per month. Not yet on sale, so treat these as list intent rather than a purchase offer | Not yet purchasable | User per month, on the cards and banks you already have | Teams that want receipts read and coded without switching card programs |
The trap in this table is the $0 column. Ramp, Brex and the Airwallex Explore tier are genuinely free at ten people, and they are funded by the interchange earned on card spending you move to the vendor. That is a real trade, not a hidden fee, but it is a card decision wearing a software price tag. If you are keeping your existing bank and cards, the honest comparison set is Zoho Expense, Expensify, Sage and Expenditure, and it starts at $30 a month.
Why it works
What your team gets with small business expense software
No card program to switch
It runs on the Visa and Mastercard cards and the bank you already use, so the price you compare is the price you pay.
Coded before it reaches your books
Each receipt is read and coded to the right GL account, then synced to QuickBooks or Xero, so your bookkeeper stops retyping.
Subscription leaks surfaced
Duplicate tools, unused seats and renewal price creep are flagged as they happen, which is where small companies lose the most.
